beforehand to this Government, and that in the case of per-
sons claiming to belong to Hongkong and proposed to be

deported there under Article 83(3) and (4) of the Order in
Council, the fact that they do so belong should first be
ascertained from this Government. Your Lordship will
doubtless see fit to stipulate for the issue of such
instructions in return for the assistance proposed to be
given to the Consular authorities in connection with the
transshipment of deportees at Hongkong.
